故事发生在改革开放进入攻坚时刻的南都市。南都市城建局长白一鸣（卢志启饰）平日里大权独揽，在城建招标中安排手下人收受贿赂，从烟酒名表到金钱无一不索取。同时鉴于对党纪国法的顾忌，他对分管城建的副市长章士发（陈汝斌饰）阿谀奉承投其所好，骗取其信任。为窃取巨额资财，他指使下属胡成义（全解放饰）在市里安居工程中使用大量不达标号的水泥施工，结果居民搬进去不足一年就出现墙皮脱落和楼板裂缝等现象，老百姓用一辈子积蓄买来的“家”这么短时间就成了危房。反贪局长赵汉青（杨在葆饰）接到大量群众举报信，他从个体建筑商魏宝财（李仁堂饰）历年来行贿材料入手查起，首先对魏拘留审查。几个回合下来，拒不交代问题的魏宝财终于败下阵来......。Two estranged brothers come together and discover old family secrets after inheriting their grandfather's property.
